Agreed. While Exchange Online management is not a “hot” topic, the reality remains that transport rules are essential to many business goals (i.e. not explicitly security related) that involve business email. The complexity of transport rules suggests that a “JSON-like” experience similar to Intune policies might be appropriate to account for all the different possible settings.
