Currently we have hosts pre-stage with 8 hosts at 6 AM, scale in delay has to be 45 minutes because the next schedule is 16 hosts at 7 AM, scale in delay 45 minutes. Next schedule is 32 hosts at 8 AM, 2 hour delay.
The issue is that 45 minutes, we can't set the delay to 1 hour because it says it overlaps. So for 15 minutes we have hosts scaling in just to be turned back on in 15 minutes.

Hmm. I haven't faced this, but I could see how it could be a problem.
Are you thinking we need to allow the times to “overlap” as long as they're on the whole hour?
Or, if you had your “magic wand”, what would it do?
