Onboard customer without Intune license

We're in the process of rolling out NMM Solution & Policy baselines for all our customers. We've recently brought on a new customer which I have gone to onboard into NMM. They're currently Business Standard, we'll be uplifting them to Business Premium but need to do a user cleanup first however NMM won't let me onboard at all without an Intune license. I was hoping to get them in there prior to be able to compare against Solution Baselines so we know what work needs to be done. I know we can use the tenant monitoring for unmanaged accounts for some items, but things like Exchange baselines say "Selected solution baselines are not supported for unmanaged customer tenant, only managed customer accounts will be available"

Not a big issue in this instance, we'll just order a single BP license for now to get everything turned on but it feels like an oversight given "Modern Work" isn't only specifically covering Intune anymore.

Thank you for raising this limitation. You are right; this is something we need to address. I can share that we're actively working on removing this restriction so that you can onboard tenants without any license requirements. While it may seem like an easy change on the surface, there's quite a bit of work involved as we have to revisit many of the product's features. We'll address this need in several stages.

We're almost there when it comes to releasing the first stage of a larger change. This stage focuses on license requirements for features and will unlock the scenario you mention. We're currently validating that everything works as expected. The next stage will focus more on API permission requirements for each feature and will add more flexibility and transparency to the product's permission model. Please make sure to follow our release notes for updates on this progress. I'm glad you've found a workaround for now.
