Add Group Template Assignment for Policy Baselines, Conditional Access Policies, and MAM Policies.

It would be nice to be able to assign a group template to a policy baseline, conditional access policy, and MAM Policies. Policy baselines attempt to roll-up multiple items into one, and so it would make sense to include them in group template. Conditional access and MAM Policies may not be supported in policy sets, but they are still critical and thus merit the ability to at scale assign using a group template to multiple customers.
