Request from a client for parity with enterprise version to allow minutes as well as hours for start up times, this would be in 15 minutes blocks. This enables them to have more machines ready when needed without having idle machines

I'm always for Feature Parity improvements (especially (seemingly?🤔) relatively easy ones like this).
Out of curiosity, are you looking for this more of Personal Pooled Desktops or Multi-Session Desktops?
I ask because depending on the size and number of hosts, you may not see too much savings.
Example:
E32 SKU = ~$2.30/hr
D8 SKU = ~$0.45/hr
They use Multi-session and for them more about being able to set times to suit the business rather than savings to some extent. Anything that reduces the costs no matter how small goes down well with their financial director. Was also an element of seeing in the NME documentation and thinking it was a good idea and why not in NMM edition.

Sometimes, perception is everything (Especially for our friends in the Finance/Accounting departments 😉).
If our Product Team can implement it, it seems like an easy win for a little effort since it's already in NME.
