I recently had quite some problems trying to deploy a host via NMM, it was failing on the FSLogix step repeatedly. Hayden Z. at support resolved it straight away, and mentioned you had seen this before.
Could i suggest that when a deployment fails or similar that if the error returned looks like something you have a common remedy for that it points you towards a solution?
In my case it was FSLogix being blocked by ASR rules from Intune (see Request #67396)
