Cost estimator: Allow us to select the churn level for Backups

I have noticed a change in reviewing old estimates, as a recent update changed the churn for backups from low churn to moderate churn. Requesting a dropdown be added so that this can be under our control. Additionally this will allow me to regenerate old estimates that were created at the previous churn rate.
