Add "Add Scripted Action" to the top of the page

Instead of needing to scroll to the bottom of the Scripted Actions page to click Add scripted action, it'd be nice to have the page navigation/add scripted action ribbon be at the top of the page underneath Search/Filter ribbon.

Thanks DStephenson. Fair point. For consistency we prefer to have a similar UI throughout the product. So, this touches many of the views we have in NMM. I'll discuss it with our UX designer.
